RMAFC Assures of Equitable Revenue Sharing Formula For ThreeTiers of Governnment as Review Process Begins

The Revenue Mobilization Allocation and Fiscal Commission, RMAFC, has promised to come up with a fair and equitable revenue sharing formula for the three tiers of government in the country.
Speaking at the  opening of the sensitization programme by the Commission in Lagos State, the Federal Commissioner, RMAFC, Prof. Adekunle Weight, gave an assurance that a new revenue formula that reflects the current reality would be presented to Nigerians soon.
  Adekunle said that the ongoing sensitization and awareness campaign across the 36 states of the federation and the Federal Capital Territory (FCT) is to meet the expectations of the Nigerians as regards revenue allocation to the three arms of the government.
While commending the Lagos State Governor for excellent performance, he said, “First, I want to thank our dear Mr Governor, Mr Babajide Olusola Sanwo-Olu for the warm reception accorded my team from the Revenue Mobilisation allocation and Fiscal Commission, Abuja. Let me use this opportunity also to congratulate and commend Mr Governor for the giant strides in Governance of Lagos State”. 
According to him, “Its a rare privilege for me to be here today for this National assignment for the SENSITIZATION of stakehokers on the topical issue of the renew of existing revenue allocation formula that has been in operation over a long period of time”.
 “Mr Governor, distinguished ladies and gentlemen, as you are fully aware that revenue allocation from the Federation Account is a specific Constitutional mandate of the Commission RMAFC Specifcally, Part 1, Paragraph 32(b) of the Third Schedule to the 1999 Constitution of the Federation (as Amended}, empower the Commission “to review from time to time, the Revenue Allocation Formula and principles in operation to ensure conformity with changing realities provided that any REVENUE Formula which had been accepted by an Act of the National Assembly shall remain in force for a period of not less than five years from the date of commencement of the Act” 
  “In compliance with the foregoing Constitutional provision and in view of changing socio-economc and political dynamics of the Nation, the Commission has been prompted and compelled to commence full scale engagement of representatives of various Stakeholders and the people nation-wide, in the process of fashioning a new revenue allocation formula for the country. Over the years there have been crying needs and stiffed agitation by many Nigerians for renew of the subsisting Revenue Sharing Formula, it is therefore worthy of note that the imperatives of the review cannot be over emphasized in order to fulfi| the collective aspirations of Nigerians for sustainable development.
“Consequently, the sensitization exercise has been designed to enlist the interests of Stakeholders through interactions at various levels inorder to get informed and make useful inputs that can provide workable template to assist the Commission with its task of evolving and bequeathing to the Nation a fair, just and equitable new revenue sharing formula”
The Commissioner pleaded for support from Lagos state government as well as other States and local governments ,not excluding the FCT Administration , to the ongoing sensitization programme.
He said, ” | am soliciting for positive contribu tions at the interactive sessions and through your written memoranda”. 
“I wish to reiterate that the Commission is greatly desirous to provide within the shortest time possible, a generally acceptable new Revenue Sharing Formula that will meet the yearnings and expectations of the three-trers of Government and which will benefit the citizenry. Iam glad to say that the mpressive response shows the importance the State attaches to the programme.
“On this note, | thank our dynamic Mr Governor, once again for being part of this programme Distinguished Ladies and Gentlemen, you are all welcome to the interactive Session,” he concluded.
In his remark, Engr. Elias Mbam, the Chairman of the Commission emphasised that THE NATION WIDE SENSITIZATION OF THE 36 STATES AND FEDERAL CAPITAL TERRITORY FCT ON THE REVIEW OF THE EXISTING REVENUE ALLOCATION FORMULA is to create awareness among the citizens across the federation.
He maintained that the commission had commenced the process of reviewing the subsisting Revenue Allocation Formula.
 Mbam pointed out that due to the sensitive nature of the issue, its Socio-economic and Security implications and the desire to bequeath an acceptable, equitable and fair Revenue Allocation Formula for the country, the Commission as part of its strategy, has adopted a modality for wider consultation nationwide with major stakeholders including the Executive, State Legislature, the Judiciary, Organised Labour and Civil Societies as participants in the nationwide Sensitization of the 36 States and FCT on the review process. 
He explained further that the entire exercise is  pursuant to the foregoing sensitization and awareness campaign embarked upon by the commission to make the public come to the understanding of how the agency operates and how funds are allocated by the Commission.
He said: “Your Excellency, as you are aware, the Commission is empowered by virtue of Paragraph 32(b) of Part 1 to the Third Schedule of the 1999 Constitution (as amended) to “review from time to time the Revenue Allocation Formula and principles In operation to ensure conformity with changing realities, provided that any Revenue Formula which has been accepted by an Act of the National Assembly shall remain in force for a period of not less than five years from the date of commencement of the Act”. 
 “The objective of the programme is to interact and obtain useful inputs fromthe participating Stakeholders, In this regard, a team of five (5) officers headed by the Federal Commissioner representing your State at the Commission and four (4) other members of Staff have been assigned for the exercise In your State. The team 1s expected to be in your State fram 16%” 20″ August, 2021″, he added.
